Verstappen, 21, had been hoping to become the youngest Formula One driver to qualify on pole position after dominating practice but Ricciardo snatched it from his hands.
Mercedes' championship leader Lewis Hamilton, who need only finish seventh to secure his fifth title on Sunday, qualified third with his Ferrari rival Sebastian Vettel fourth.
